What is the ICO data protection fee?

The Information Commissioner's Office (ICO) is the UK's data protection regulator. Under the Data Protection Act 2018, most organisations that process personal data must pay an annual data protection fee to the ICO. For most solo cleaners and small cleaning businesses, this is the Tier 1 fee: £52 a year — or £47 if you pay by Direct Debit. (Tier 1 covers you if your annual turnover is £632,000 or less, or you have 10 staff or fewer — which is nearly every self-employed cleaner.)

Processing personal data includes holding client names, home addresses, phone numbers, email addresses, or any other information that identifies a living person. Every cleaner does this — even if it is just a list of client names and addresses in your phone contacts.

Do self-employed cleaners have to register?

Yes, in almost all cases. The only exemption is if you process personal data solely for personal, family, or household purposes. Running a cleaning business — even as a sole trader with five regular clients — does not qualify for that exemption.

The ICO's own self-assessment tool at ico.org.uk confirms this. If you answer "yes" to "Do you process personal data?" and "no" to "Is it purely for personal, family, or household use?", you need to pay the fee.

What happens if you do not register?

Failure to pay the data protection fee is a civil offence. The ICO can issue a fixed penalty notice of up to £4,350 for the most serious cases. In practice, the ICO contacts businesses that should be registered but are not, and most comply after a reminder letter. But the risk is real, the fine is steep relative to a cleaner's income, and registration takes less than ten minutes.
